General Assembly:
The general assembly compromises all elected boards of directors the constituent chambers. It comprises 109 businessmen freely elected by their respective business community representing collectively all economic activities of the Palestinian business community. The elected boards of each chamber internally elects the chairman of the chamber who by definition become a member of the federation council.
Federation Council:
The elected chairmen of the constituent chambers form the council of the Federation, who internally elects the president of the Federation and three vice presidents, one from Gaza and two from the West Bank. Chairman of Jerusalem chamber has been nominated by consensus of the Chairmen of constituent chambers as the president of the Federation and its council. With; Chairman of Gaza Chamber as a first vice president, Chairman of Hebron Chamber as a vice president, Chairman of Nablus as a vice president and Chairman of Ramallah Chamber as Treasurer and chairman of Bethlehem as a vice treasurer. The rest of elected chairmen of the chambers are member of the Federation' council.
The main task of the Federation council is to draw the higher policies of the federation that match with the Federation mission and strategy in close consultation with the general assembly. and to unify the opinion toward issues of crucial importance to the performance and role of the private sector as well as the interests of the business community the chambers represent. The Council has a regular rotating monthly meeting at the constituent chambers. The president of the Federation may call for emergency session upon his or any member request to address any urgent issue may arise.
Secretariat General:
The President nominates secretary general of the Federation, but the appointment has to be approved by the council. This is also applying to the Secretary General Assistant The secretary general is responsible for all operation works and activities of the Federation. He is also responsible before the council for implementing the council policies.
Operational Directorates:
The Federation structure in terms of operational staff is not completed and its in initial stage as show the organizational chart. Only 10 staff members are working for the Federation including the Secretary General and his assistant the remaining staff members are two secretaries, Chief Economist, Senior Researcher and two Researchers in addition to Computer Specialist, distributed to the Federation main directorates.
Directorate of Economic Affairs
The Directorate that serves as a backbone of the Federation is only equipped with five staff members including the chief economist how is the head of the directorate. It is planned to strengthen this directorate to have two main departments; private sector strategies and policies department and department of services & technical assistant to the business community. Private sector strategies and polices department consist of three subordinate units; research & studies, Foreign trade and Credit & Investment. These units will vertically integrated to the department of strategies and policies to lobby for better involvement of private sector in legislation, trade agreements and economic protocols, planning and national strategy fodevelopment, better financial and monetary policy to be conducive to local investments. And horizontally integrated to the units of business advisory & consultation services, training, marketing & trade promotion and access to the credit, review and follow up listed under the department of services and technical assistant to the business community to ensure delivery of practically and demand driven services.
Delivery of these services will be done by chamber and at the chamber level. While the main task of these units at the Federation is to coordinate the activities among the chambers, initiate the process of learning from the success stories, insure integration at national level and compliance with the private sector strategy.
